In the clearing procedure free places are allocated by drawing lots. Even those potential applicants who have not yet applied can take part.

About us

"Stiftung für Hochschulzulassung - SfH" (Trust for admission to higher education) is a trust under public law and has its seat in Dortmund. The basis of its foundation and constitution is the Foundation Law (only available in German) from 18th November 2008. This made the transformation of the then central institution for the allocation of places of study (ZVS) recognised under public law into a trust also recognised under public law, possible. The foundation board, as highest decision-making body, is made up of representatives from the higher education institutions and the german states in equal measure.

As well as the basically free-admission and the restricted-admission courses of study such as medicine, dentistry, vetinerary and pharmacy, there are courses of study, varying from higher education institution to institution, that are also admission-restricted to varying extent. If the number of applications is greater than the number of places at an higher education institution then one talks of a "local" admission restriction. The dialogue-oriented service procedure was concipated to deal with the allocation of places of study in these courses. This task is one of the SfH's most important functions. This procedure, using comparison of data on the internet, enables an effective and applicant-oriented allocation of places of study. The main aim of the procedure is the avoidance of places of study remaining unallocated, due to multiple applications and places not taken, although there are still other applicants.

Since its foundation in 1973 the ZVS had the task of allocating the places of study for the first semester in courses of study that came under nation-wide admission-restrictions. The background reason was the leading decision (fundamental) of the Federal Constitution Court from 18th July 1972, that each applicant has to be selected, or not, for an offered place of study using the same predefined criteria.

After putting the specifications of the Federal Constituion Court into action it was possible for the ZVS to allocate places of study for medicine, pharmacy, veterinary and dentistry as well as some other courses of study where the number of applicants exceeded the number of nation-wide places, for the first time according to nation-wide valid uniform criteria. Also through the second leading decision (fundamental) of the Federal Constitution Court concerning the restricted admission (Numerus Clausus) from 8th February 1977 the requirement, to execute the selection of applicants according to appropriate criteria and so offer fair chances for all was strengthened. Only by observing these fundamental rules can the right to free choice of job and place of further education according to Article 12 of the German Basic Law be restricted.
